Since I'm still hoping to recover three weeks of an update, this is a small bit that will get inserted in it later.
As the little writing program on my Pi 3B didn't come with a dictionary, I expect you guys/gals/herms/ect will be having a field day laughing at the errors. :-P

I assume you mean Lighttouch.
I didn't have a good 'reason' for them wanting to read him the first time. But with Rose so dedicated to Star Fleet, she'd find someone not in Star Fleet with 'too much power' as a threat. Boyce on the other hand has had to deal with people of power, he just didn't know that Neal was that much of one (after all, the Folly herself is proof that there's more there than what it seems. )
