For a time. Then, the enzymes and neurochemical pathways of the host animal begin to make the new animal respond to the instincts in the new DNA. They will retain fair amounts of their personality quirks and intelligence, but, will be unable to exercise much of it; for instance, without speech centers in a brain, it is hard to fully understand speech.
