Building on the west side of Wilmington. Appears to be associated with the local Italian community, hence the Italian flag. Little Italy isn't too far away in fact.
Brutalist architecture has a very mixed record in terms of its effect on an urban environment. On the one hand places like Boston City Hall have seen the wholesale destruction of historic neighborhoods, completely disrupting the cohesiveness of the city's urban core and spoiling is beauty and charm. Its construction also displaced thousands of working class residents that once called the narrow roads and almost medieval buildings home. And today that building and its far too massive square are seen as a blight that looks more and more dated by the day.
On the other hand you have some brutalist buildings that are well-liked in their local areas for their interesting repetitive geometric patterns, and even added to the historic register. In my eyes this building falls into the latter category. Though I generally dislike modern architecture this building is tall and narrow, so takes up a comparably small amount of space in Wilmington's older low-rise west side. And is also pleasing to the eye in a way many other Brutalist buildings aren't.

Yeah, not everybody's cup of tea. There's a reason they don't build buildings like this anymore, lol. They demolished something like a third of Boston's old downtown to build their new town hall, and people HATED it. https://beautifulbuildings.files.wo.....eforeafter.jpg

The town where I was born has a city hall that looks like a miniature version of Boston's. Somewhere I have a lovely photo of one of the municipal court judges standing in his courtroom under an umbrella while the leaky roof drools water onto him.

I used to ride the DC Metro when I would visit the city, so I know exactly what you mean about Brutalism. The architecture felt cold, desolate, and more like an underground mausoleum than an urban metro.
This building, however, does have a more aesthetically pleasing look to it with the color and the patterns built into it.
