So I keep trying different ways to change the bones of the wings so as to free up a couple of fingers on each hand, but I can't seem to make it look decent and certainly not plausible for flight. I guess it's back to the drawing board, for real for real :v

Foxglove is a cute character alright, but surprisingly I don't remember seeing the Foxglove episode back in the day. If it wasn't for peoples' fanarts, I might've missed out altogether!
And yes I know that was getting away from the subject of your comment, but I felt it was very important =p
On subject: It's not so much the size of the wings here, but I think what bothers me the most about it is the lack of support of the membrane. If I don't use her fingers to hold the wings, then what's the alternative except for inventing new bones? Another solution might be to treat the wings like a flying squirrel or similar animal, and just not have any bones whatever in the membrane. But that wouldn't be very batlike, would it? Next time I may just leave the index finger and thumb free. Eh, I'm probably overthinking this!

All depends on wether you totally want to respect the bat anatomy, just enough, or get rid of it while still making it look bat.
First solution: that's your picture.
Second solution: giving her wings in her back, like Rouge the bat or any demon representation.
Third solution: your idea, and in that perspective let me lead you toward real prehistoric lizards whose "wings" were actually supported either by dermal extensions looking like external ribs ( https://en.wikipedia.org/wiki/Coelurosauravus ), or by costal bones growing outward its chest sides ( https://en.wikipedia.org/wiki/Icarosaurus )!!
Of course, there are so many possibilities inbetween...
Anyway, as for Rescue Rangers, as for myself I actually knew the characters far before seing the show, thanks to all the fanarts. Imagine my disappointment to see characters like Foxglove or Tammy actually showed up only for one, or at best two episodes!!

ew, flying lizards! Never seen those before, and I guess never will! No, I definitely wouldn't like to see that on a bat character, and nuts to putting the wings on their backs! That's the last resort of a desperate artist =P I think part of the problem is that I draw everything as having too humanlike anatomy, below the neck, anyway. I still think in terms of hands and feet instead of paws and claws :I
Foxglove was a great design, she basically just had giant floppy hands for wings. It looked a little odd at times, but it was perfect for a cartoon!
