Inquisitor has always had a habit of creating or somehow being around massive amounts of collateral damage. Some of this is due in part to his Denel Y3 AGL and his Inquisition training, which doesn't always translate well to superhero work in the Bureau. Much to the chagrin of his superior in the Philly BOS Director Betsy Ross.

Still, before he can use his HE or White Phosphorus rounds, he has to use the nonlethal 40mm bean bags. Cause...orders are orders.

Hence why he is 'trying' with the bean bags and not fighting Betsy on the decision. Also first one he set because of giant spiders and he feels 110% entirely justified in that action, the second one was on fire when he got there, and not having any powers that could help fight a fire, held parameter and made s'mores until Chemigal arrived who promptly because of past history thought he did the second one too. Though he is concerned about hazards to people, but since he'd take the brunt of them 99 times out of a 100, he tends to think he's shielding them from the worst of it, within reason.
