lapafreya is the largest, strongest, and most successful of the planetaries. he turns a blind eye to gall/xorxes and their crazy as shit relationship and has opened earth to the other dragons, should they choose to explore there, though he has rules in place. he's pretty no-nonsense and is the very last creature you'd ever want to piss off. while he tries to maintain neutrality, alot of the other dragons are a bit unnerved by him.

To be fair though I think to anyone looking from the outside, Xorxes and Gall are really ridiculous to each other
