Well the ladies have weird hanging sausage-teats that are often (but not always) covered up at least a little? And like, they've got their weird genital slits? Staring at those would probably be pretty weird, even if they're subtle.
Some cultures are much bigger on covering their crests!
Also this ambassador is wearing a veil over some of her eyes as a way of making humans more comfortable, since we're easily confused and panic when we're not sure which set to make eye contact with.
