Oh... I thought he might be talking about his real kids. These two characters aren't mine per se so that may be up to train as to how that is handled.
For the Zodiac, everyone with powers has to be registered or they are breaking the law and can be sent to prison. However, there are many supers that are not sponsored. The government could find out their identity if they wanted to as long as they were registered. Many cities, corporations and government agencies have sponsored supers working for them and they have some official capacity.
The main thing I'm going to focus on in Zodiac is how the registration act is the leading cause of super villains in the world. People want their freedom and their powers often give them egos so that they feel they are better than normal people. Unfortunately, the registration act makes it harder to live a normal life even if that is all they wanted so many opt for a life as a villain.

What me, Mojo, and a few others are focused on is how like Zodiac the registration act is causing more trouble than helping. But also how for some. That law is unnecessary as it'll not benefit law enforcement but criminals even more than heroes.
It's more about common sense and it's lack there of.
To Ranger, she'll tell you. You don't need supers to do a lot of damage. Just look at WWII and 9/11. No superpowers did that kind and amount of physical, emotional, psychological, and lingering damage than normal people could.
All you need is the most powerful computer in the world. The brain and a twisted mentality.
She knows supers can do a lot of damage but to her it could never equal or come close to the damage an egotistical maniac like Hitler and others can do.
For her the law is not good but she'll obey it because she can see a few benefits but not a lot.

Quite nice and pretty amusing with the bear's attitude towards Arrowhead considering she's on her first mission and acting like having a badge makes her an old pro at things and superior to someone who chose to go it without some bureau overseeing and micro-managing everything she did.
