I think this is a character design that Libby was planning to make into an actual costume. My notes don't say what the name of the character is, but I think Shock Cat sounds appropriate considering the abundance of static electricity present on her person. She's even got speaker amplifiers embedded in her body! That would be an interesting thing to see implemented in the costume
