Maud met Glimmer before she went full dictator. When Glim asked her if she'd happened to see a spell she could use to take ponies cutie marks Maud said, "Sure-over there in that cave" and pointed towards it. Basically she knew she was helping Glimmer do something bad and did it anyways.
