They made it. It involved a HUGE portion of the money they got from the second Mortgage Ray took out on his house.
That's why they were so desperate for someone to call when they finally were asked to catch Slimer at the Sedgewick.
That's also why they had to charge so much.
As for the power source, they likely acquired it illegally, as Peter says their equipment's unlicensed.
