I had first imagined a merchant on the ocean- a small pirate merchant who probably steals wears and sells them through a black market... but then I came up with the idea that he's got these sea spirits trapped in a minnow trap that he can summon for his bidding thanks to that gold doubloon that got sucked into his eye :'D
