Actually it means to be "without knowledge" and defaults to being about the existence of god(s).
It says nothing about what you actually believe in: You can believe a god exists and also think that it is impossible to actually prove the veracity of your belief, you can believe in a god and think you have proof, you can not believe and think proof is possible, you can not believe and think you have proven it, etc.
