Cherri is in an experiment to see if she can be turned into a Vaporeon by drowning her in oxygen-rich water. They haven't told her this, she just woke up from a chloroform-induced nap to find herself in a rapidly filling tank of water.
Phantom is being healed from battle wounds in a thick, restorative gel, but the air he's breathing is a tainted with something that is making it hard for him to relax...and making something else hard too...
Sparks is also in an experiment, to see how long she can survive off of electricity alone. See, she can use it to replace the job oxygen does inside her cells, which, at the basic level, makes glucose a more efficient fuel source. Without oxygen, normally creatures just can't squeeze enough energy out of the food they process to survive. The process is quick and constant, and oxygen isn't stored in the body, so lack of oxygen is felt very quickly in creatures. However, since Sparks can substitute that with electricity, they want to see how long she can survive for. So they have trapped her in a tank with no oxygen in the water at all, not even water-breathers could survive in it, and hooked her up to the power. The timer shows how long she has been in there.

Not to be a pedant, but if you remove all the oxygen from water it becomes pure hydrogen. Pure hydrogen is only a liquid at extreme sub zero temperatures; below negative two hundred degrees Celsius/ negative four hundred degrees Fahrenheit. Basically, she has been an ice cube almost since she was put in the tank. Still like the picture though.
Allow me to correct you there. If you remove the oxygen from the water MOLECULES that happens. But fish don't split water into hydrogen and oxygen when they breathe. They use the dissolved oxygen in water, and humans can too to a point, but our lungs are so BAD at it that it's a net loss to try breathing water. They just removed the dissolved oxygen, unlike with Cherri, where they're pumping more in to encourage a water evolution.
