Nope! W.D. Gaster is a completely different person. As I wrote in the artist's comment - he was a royal scietinst back then, before Alphis.
Sometimes, when you play another UT run and are lucky enough, you can meet his followers. They tell you a bit more about him. There's also Dr. Gaster's hidden room, where you can... "meet" him... (although, I have no idea how to get there :'< but you can check on youtube!)
There's not much info beside that. Fandom created MANY theories about this guy and his connection to skelebrothers. The only obvious connection is the fact that in genocide run (the bad one), Sans' most powerful weapon is... Gaster Blaster.

Yeah I saw the comment I just figured sans was essentially Gaster in disguise and he revealed himself as the super powerful royal scientist if he felt he needed to stop you.
I don't plan on playing through again, I didn't personally care for the game, I just really liked the characters so I enjoy seeing art of them c:
