Judy here is a part of the JTF (Joint Task Force), which consists of what's left of the emergency units, including the national guard. Their task is to protect or at least save what's left of the city (in this case Zootopia and not New York) after a city wide pandemic. Nick wasn't one of the lucky ones. Either he got mugged by Rioters, shot by Rikers, burned by Cleaners or even the disease could've gotten him. Who knows...
