in times I think bosses aren't by the least qualified to hire someone else. I'm just waiting for the day I apply and get snarked at I was overqualified by a young, unprofessional, snobbish fresh-from-the-school personnel manager. I will make him call the cops or something when I'm done. :P

Thats exactly why HR departments exist: To help determine whos qualified and who isnt. Except sadly on the flip side way too Many HR depts go overboard and demand that you show them a piece of paper saying that someone somewhere whom you paid $ to certifies that youre qualified to do the thing you do! I'm a full believer in Performance Valuation: Giving the applicant a task and seeing how well they perform.
if only it would work that way in germany. here a supermarket chain demands a full application for those who refill the shelves for a couple hours each saturday. :P as if they'd apply for market management.
also, when IT was raising up, companies trying to hire IT specialists demanded the paper you mentioned. only problem was, around that time IT specialist was not an official profession, thus you had no way to study or learn it and earn a certificate. thus you weren't hired, and they called out for government to help out with foreign specialists, mostly from india, of all places... german government came up with a green card, but only good for five years. so in all the years since then they attracted only a dozen indian programmers, but a lot of specialists from eastern-block states. all the while german specialists wandered off, mostly to the US. because there they were given a chance to show how good they were.
it's an insane situation here. on one hand the companies are looking for high professionals and specialists (refusing to educate them for themselves), and on the other hand you aren't hired because of being overqualified.

Its actually been a similar situation here in the US for quite a while, and even us residents had better not loose our government identification cards (AKA Social Security cards) otherwise no one will hire you except for those looking for migrant workers to do hard labor for a day from the street corner! Its a ROYAL pain to replace the danged cards too, cause then they want everything short of a DNA test to prove your identity!

My observation is that corporate culture flows from the top—all else being equal, people tend to hire subordinates that are like them, and so on down the line. If the folks running the show are dysfunctional, the organization will be dysfunctional. If the head honchos are cool, the organization will be a good place to be.
This, I think, is why for instance major news organizations tend to be left-leaning when it comes to social policies and conservative about business issues. Media moguls are affluent urbanized individuals insulated from the street or countryside who, as a rule, are social liberals as well as businessmen (and -women). Naturally they tend to hire people who share their worldviews, and so on.
Still and all, I too have gone through similar monologues in my mind, although I am a sunnier personality, so I tend not to be quite so pointed or, um, misanthropic. (I know I’m going to get gnawed on for that. . . .)
