Oh yeah :/ I feel like it was all just bad writing. Because she had a dumb reason. It was something like "oh all the sudden I wanna make weapons and take over the world" which didn't match her attitude at all in the 3rd game. and they also tried to make her sexy, which she's supposed to be cute, not sexy and she just looks like a completely different person in the "new" game.

The suit and goggles were more practical to a laboratory, and Penelope... well, she fell down the Dr. M route.
