Nah, Lotso is more evil than Bellwether because he turned Sunnyside into a prison, torture chamber while Bellwether is a last minute villain with barely enough buildup or motivation other than "I'm evil because the script says so" She's more like Chirin and Baby Doll from the Batman animated series. Who are both villainous, but tragic characters.

The only arrogant jerk and cheater I saw from Zootopia was Lionheart, but good drawing.
