I guess when the Authorities find out, their holdings are liquidated, passed on to either the state or a human guardian/trainer/partner. Of course, an outreach program will help prevent that if it's the Zoroark's will. The Zoroark can withhold their true form, keeping it (hopefully) legally confidential between a doctor or their therapist from the Outreach Program.
