The mysterious crime lord who controls the entire underworld of London. Ruthless but sophisticated, Blackmore is mostly responsible of many crimes in London, from smuggling to extortion. Blackmore is a cyborg; his body has been extremely modified using advanced technology, covered entirely in black metal. No one knew where Blackmore come from or what sort of species he were before he became a cyborg, all there is to know is that he cannot be touched by the authority due to the extreme lack of evidence and by the government, since they view him as a "necessary evil of international politics".

He is also known as "The One loved by Death", as it is said that Blackmore encountered many conflicts which resulting death in the end and yet he would be risen once more. As if Death favors him being alive than being dead...
