If you mean the one next to the big pinkish eel-like creature it's SCP-173(I call him Billy). It's my toony interpretation of him anyway. He's a sculpture that moves unless someone is looking at him. He snaps necks and is the main antagonist in a game called SCP Containment Breach, one of my favorite indie horror games c:
