I mentioned Cambria has magic.. however, she doesn't fully learn how to control it until she's older. Until then, her glowy pupil can't go away just like her uncle Sans' can. Papyrus and Mettaton let Sans' teach her how to properly use her magic since hers is more similar to his, but they all work together to teach her how to battle and what-not.
