Power, generally in the form of charged batteries, is not to be wasted. Previously, it was an infinite (but heavily regulated and ludicrously taxed) resource, but has recently fallen dangerously close to a finite and rapidly dwindling resource. Personal electronics are all powered by PGBs, or a Personal General Battery. These large units can store power and be recharged - mercifully possible through the generally universal interchangeable ports and wires. Common utilities are flashlights, radios, transmitters, headsets, cassette players (music helps pass the time, some have even begun collecting rarer releases), electronic organizers (packed full of interesting information, even crude and primitive maps formed in the screen's pixel presentation), life-support helmets, and image-enhancing goggles. Heated blankets, self-heating clothing, and others alike are often given as tokens of affection, or special gifts for little ones.
With 65% of the population dead, there are more than enough PGBs to go around. It's very common for any given individual to have at least a PGB and electronic organizer.
Scavenged and useless electronics are usually drained of their power, which is diverted to the user's own preferred use. PGBs have many ports, normally allowing their signature blood-red wires to connect to anything a person might need simultaneously - though of course to converse power, it's common practice to only be running energy to ports when needed. This is typically devoted to radios, which are one of the few electronics to be on nearly constantly.
Those with many wires, or more electronics than their PGB has ports for often takes on a bizarre appearance, the red wires weaving their way around their bodies, into pockets and through vests. Some prefer to bundle or tie them, as to not have them exposed, but others prefer the ability to easily access the different wires - which can be a daunting task when heavy gloves are worn and one's visor is mostly frosted over.

- A long time ago for sure, it was an unfair advantage one very large and powerful nation held over the others (infinite power) and it was a way to keep the rest under their thumbs, so to speak. With a good majority of that now disbanded and dysfunctional, there's not really a price on it anymore, but I'm more than sure that some people and groups are trying to peddle loads of fully charged batteries or large fully-charged generators.
- It wouldn't be a terrible idea or strategy, especially in places where they don't have any larger generators or ways to recharge their equipment. Or maybe even the opposite - maybe they'd have no real need for it and have gotten along fine without it haha.

For some reason when I heard of "Personal general Battery" with "Multiple Ports" and "reliquary", I thought of a big cubical block of metal sitting in the corner of one's house with a mess of red wires leading from it, possible with a framed picture or random device sitting on top of it, like it's a table...

Reliquary's technology is about late 1980s with a few quirks, (no internet, no nuclear power, etc) - but I still really wanted people to have "PDA" sort of things, à la STALKER, but couldn't get it out of my head that it had to be like a modern smartphone or palm-pilot kind of thing. It's an aesthetic I really like. I like the bulky, angled feel of the gadgets, makes them look rugged and hardy which is what would survive a lot of punishment I guess!
I also like the idea that power is stored in a single bulky unit that is drawn on from all the necessary gadgets, which seems like a sensible system to have in a survivalist world.

Yeah me too! I'm all for finding excuses / setting things to be around that era of technology. I always thought it was a good balance between having some cool things but not going overboard with digital / internet / super-high tech devices. It feels more grounded - for instance, not every bit of information is uploaded to a database somewhere - you'd probably have to rely on other's knowledge and good old books for that.
