Kentucky & Tennessee Railway #14 project money pit continues to struggle along. Nearly three years after its original finish date it's actually up to the point you can recognize it as a locomotive!
The new cab that was built by a local houseboat company nearly a decade ago has finally made it onto the engine. The boiler insulation and jacketing appears to be going on which I guess means this thing finally got cleared on a hydrostatic pressure test.

CC&C #15 ( http://www.furaffinity.net/view/7934686/ ) was taken out of service at the end of the 2014 season for a routine 1472 day boiler overhaul. It was supposed to be back in service in March or April of 2015. Instead, the FRA dragged their heels with a critical approval. and 15 is only now being reassembled. Halloween trains look VERY unlikely and Santa trains are looking slightly iffy.
I've also seen locomotives stored at Mt Rainier Scenic sit for years waiting for their turn to be returned to service.
Yeah. Any railroad that relies on volunteer labor to get a steam locomotive operational can see their trains collect dust for a very long time before they run. Even big operators like the UP can spend many months performing a routine boiler overhaul. And a frame-up restoration? That's going to take a long time anywhere.

Yeah but this is a project that didn't rely on volunteer labor except for a very short period. One contractor started on it 10 years ago and burned through 3/4 of a million before the project stalled out. A second contractor started around 2011 and has so for burned through another 3/4 million just to get here not to mention being three years behind the completion date they promised.

Trouble with stem locos is they all cost you. Okay, something big like a northern is going to cost you more, but just like the switcher it has one boiler, one set of cylinders, one set of frames, one set of appliances etc.
That's where the first 1 goes, the figure after that might be lower....
$1.5 million doesn't sound too bad for a major overhaul with boiler work. So long as the works done right it should see the engine through another overhaul without needing another million.
