Felix loves buying things from magical witches. The effects usually don't turn out well. As you can see here, it turned Jester into a tiny Kangaroo. And recall that Felix is 4 foot 5. So that makes Jester within the 1-2 foot range. And it also made Felix only able to speak German. Gotta love magical items.
