Being a villain depends on the perspective. Also taking over a princess' position to drain the love from her fiance is evil regardless. Yes she might have had good intentions, but fuck doing anything diplomatically. Seriously, Celestia has always been a kind ruler and peace was always her goal. Chrysalis easily could have talked with her. There is always a peaceful way.
Chrysalis is not a villain by choice, but by need. In fact, in a fanfic I plan to write, Chysalis, defeated and trialed, asks Celestia. "Tell me when was the last time you went to sleep hungry,. if you ever have been awake all night, desperate because you can't feed your people! Answer me that and then judge me"
