Arceus +The God and the creator+
(I always see this debate and ppl hating on eachother over the opinions on Facebook lol)
I can't care less what ppl bring, even the Lapras, Rhyhorn blah blah was drawn first from the creator of pokemon. Arceus was the first pokemon in existence story wise. Even if he was introduced way later in gen 4. Humans discovered Bulbasaur first so it's why it's the first in the Pokedex. Mew is the Ancestor of pokemon, but Gods overank those. Nothing else in the pokemon could be alive because of Arceus, he made the pokemon world and the universe itself, that to me is enough to convince. Til I see those entries on Mew, Rhyhorn, Lapras creating the pokemon world, or w/e. Arceus/creator/first in the world.

Arceus is indeed the creator of all in one version of things... but only for that one type of religion of that specific regions...
But you have to admit, different regions had different religions, and Arceus does not exist in them all... some regions maintained a belief of there being a single supreme entity that split into two entities, and Arceus had no power or existence in this faith (Black and White games) while you also have the concept that the world owes its origins and creation to divine trios (in this case there are only two Pantheons like this, again, these regions refuse to acknowledge Arceus as a god).
Arceus is only worshiped by specific people of a specific region... the other Pokemon 'deities' are worshiped by others.
It is as said, it is better to respect another religion and its god(s) than to insult them, as dishonoring any religion is the same as dishonoring your own.
Nintendo and GameFreak have already revealed in meetings and in news interviews 'there is no single right scientific answer for how everything exists in the Pokemon Universe and there is no single religion or specified creator'. We should accept this as the final answer, that the creators of the manga, cartoon, and games, have put as fact.
Side notes...
Mew was originally found in a rainforest at a long lost kingdom known as 'Brazil' at a long lost continent known as America, and is deemed to be the first discovered Pokemon... Mew and those who follow that storyline look at things from the scientific aspects with the Pokemon world, and remember that animals of all sorts evolved into new beings called Pokemon which completely replaced animal life all together... Mew has never been a deity in Pokemon lore... but it is a Pokemon that predates all other Pokemon... it existed at our world among our people... long before all animals became Pokemon and long before humans existed at its current world.
This was all easily discovered in Pokemon Red and Green, later Red and Blue, and parts of this information was later placed in bookcases hidden throughout all future generations... people can pick up any game from the 4th generation and beyond and find hidden science notes on past pokemon as well as kingdoms and continents that no longer can be reached or found.
Last comment, this is beautiful wonderful artwork of a well known Pokemon of one of many Pokemon religions, and a unique addition of a mortal species of legendary Pokemon that is commonly known to isolate themselves away from both humans and Pokemon.
