So, having MS Painted Buster a while back, I gave into curiosity and watched Lady and the Tramp II: Scamp's Adventure. I will say that, while I didn't hate it, I wasn't exactly won by it, either. Honestly, Scamp was a meh protagonist, and both his love interest, Angel, and the villain, Buster, presented potentially interesting character angles that were not really explored. Really, they weren't fully developed by comparison, essentially being little more than a basic shoulder angel and devil set. Kinda sad, honestly. While it would not be accurate to say she's a new favorite character, I found myself more invested in Angel as a character than Scamp, especially with the tragic background. Unfortunately, it would have helped matters if we actually were shown her past, at least as a parallel.
Oh, well. The fireflies scene was cute, I'll admit that much.

Yep I agree, she's the real hero of the film and I wish she was a little more developed. The title of the movie bothered me since Lady and the Tramp played little to no role in the movie. Lady had like 4 lines in the whole movie.
They should have titled it Angel and the Scamp to be more fitting.

Watching it again, I have to agree. She was underdeveloped, with a lot of telling rather than showing, especially considering the moral they wanted to impart. I think a balancing out wouldn't have been so bad, besides her being a love interest and, well, the angel to Buster's devil. A rewrite would be in order.
