Are you really that surprised? First of all, recall that this takes place during early/mid season 4, Twilight having JUST become an alicorn a short while ago. She hasn't mastered her powers yet. Second, they were ambushed, and Celestia is a bit surprised at seeing her other former student.
Considering that Nightmare Moon, Queen Chrysalis, Tirek, and others have managed to take out Celestia when she knew they were coming, and it seems the princesses don't really train in their powers for combat, it's actually pretty likely to me once their guards are disabled.
As for Sunset Shimmer's powers, I could put for a supposition, but it would be a spoiler.
