As someone with experience in archery and its history, I can tell you that certain bows and arrows can penetrate armour relatively easy.
The most renowned are the mongol (nomadic) bow and english long bow, although the latter requires considerable drawing force and if I remember right, can damage your arm.
Recurve ( or was it composite? ) are generally effective at penetration.
It depends upon the type of arrow itself too.

As far as I know, standard bullet proof vests are made with layers over layers of certain fabric (with microscopic holes between them as one of the processes which take part in creating them is called "microscopic netting")
As any cutting object would split open the Fibers, I am pretty sure an arrow could do respectable damage to it.
However, if anyone is for knowledgeable in this subject, feel free to correct me... as well as enlighten me in the process!
