The sheppy itself is a commercial plushie.
But a seamstress I know made the boobs and what I jokingly call "pussy-pants" as separate clothing items. She also did the vinyl-fabric bra and hotpants.

She makes Gothic, Fetish and LARP gear, most usually dresses and corsets commercially.

It'd need good contrast color to be visible on her fur as well as on her vinyl clothes.

The local DIY market has colorful ropes, but they're thin, like shoelaces.

Wow, good question. Well, if she's just a [s]Nazi[/i] plush, the thin cords might work okay. Are they as thick as those rave bracelets, or thinner?

The lighting in the pic makes it really hard to see just what color her fur is. Can you help me out with that?

Well, she's a common german sheppy girl. Or was until she got her boob job to attract human males more easily.
Her furcolor is sandy/brown and black, standard distribution pattern.

That colored rope, was that at Home Depot(R) by any chance? I'd like to see just how thin it is.

The colored rope is from "Obi" , the one of the german equivalents to Home Depot.
I got to check where I have all that stuff stored...

She is a plush after all, the thinner colored cords might work out fine. Buy just one and see how it looks on her wrists or ankles, that's my suggestion
