Just in time for Groundhog Day, 2015 - when 'Punxsutawney Phil' makes his annual prediction, as to whether winter will end early, or run its full duration - a less-fortunate rodent spends his day, all by himself, with nobody hanging around to see what his predictions will be...
'Pennsyltucky Paul' is spending his Groundhog Day, scratching off state lottery tickets, in the hope he gets a big win. If the chubby prognosticator is as lucky in the lottery as he is in predicting the weather... He's going to be stuck in that snowy environment for a long, long time!
(BTW, it's a good thing I didn't draw a gag in which 'Paul' predicts the outcome of "Super Bowl XLIX" the day before... otherwise, some sore loser would probably be having 'groundhog stew' for dinner!
