Waluigi is just overshadowed by several other characters in the same universe he also has had the least character development.
What he really needs is his own game to shed some light on his story. Maybe even being a playable character in the next Mario or Wario game, it doesn't really help him when he can't get a big role in Wario's games and has Toad picked over him for Mario platformers.
