I imagine that the relationship between these two is so natural, so ‘best-friends-with-benefits’ that it just randomly occurred to them one day that, hey, why don’t they get married?

No pomp and circumstance, no romantic dinners, no elaborate set up. Just themselves.
Would explain why it never crossed Shining’s mind to tell his sister he was engaged until circumstances made him too busy to remember. Because otherwise they either had an incredibly short engagement or the threat over Canterlot he was focused on had been going on for quite some time.
