This scene is actually taken from a very old and famous Italian movie: "Un americano a Roma" (An American in Rome) about the clash of culture of post-war Italy and "the american dream" as it arrived in Italy through movies.
Here's a B/W version where the style is more in line with the original look of the movie.

Mhm, usually they're pretty much the same size, since teeth need to interlock for proper chewing of nights and damsels in distress... Sometimes there is a bit of a beak going over the lower jaw, but never by more than a tiny fraction of the length... Checking his sona, for instance in the following pic, that seems to be the case here as well:
