So, we arrived at the tank during feeding time (hence the scuba diver). This sea turtle (I forgot her name) is paralyzed in her rear legs. Due to this, she cannot escape predators, so she has been given a permanent home in the tank at Moody Gardens. She seems to have a very happy life there.
