Hm.. Well, this is how I did them (I use Sai, so this may not be exactly the right steps if you use another program. I should probably add that I do things a bit different than other artists I know ;-; it may be less complicated than my way):
I start off doing the outline as an extra layer (just normal lining with the color of the marking - his markings are originally a baby blue, but they glow a blue-tinted white)
Once you get that done, don't combine it with the other lines - these should be under your main lines though so they don't overlap and mess the main ones up.
Under that layer, color in the markings with the glow color (the white color for him)
Add a layer above that and set it to luminance and trace around the outline - add a little on the inside of the markings to make it connect well together, and then blend the color outwards.
That's a basic glow without the highlights on the character.
When you're doing the highlights on the character, think of it as a dim light source. Anything that the glow might hit, do an overlay layer and air brush in the marking color - not the glow color, and blend it so that it goes into the character's coloring. If the glow is too bright, just fade the glow layer until you like how it looks :)
That should get you started with it at least. There are some good glow tutorials floating around FA too to help more.. I'm terrible at explaining processes so hopefully you understood what I was trying to say :\
