The Reich is located in a deep continental plane with dense forests and wide, slow flowing rivers. With only few sources for ore and no source for oil, intense efforts are made to grow regenerative bio fuels, and wood is used to a wide extend wherever it can replace other materials. With the military doing basically all the public services like building roads, channels and dykes, there is a mandatory 4-year long military service time for everybody.
During those 4 years most people learn a trade, the military here training according to the demands of the Reich's work ministry where autonomuous as well as state owned companies have to report their workforce demands for the coming years.
All people that leave the military, but weren't trained for a particular job to pick up after leaving the military, are considered farmers and are sent to villages surrounding the Reich's cities. They receive a small plot of land to farm for themselves, and have to pitch in on the state run monoculture-farms as needed, but, too, amply announced in advance.
During harvest season schoolchildren from the cities and all nonessential personnel from companies is sent to assist in harvesting, as there are few machines to do the job.
Clothing is mass-produced in various sizes, but only two cuts:
Male uniform, female uniform. The clothing is of high quality and well made, so most people buying clothes for private use modify the clothes within their abilities.
However, as richly diverse as the Reichs's buildings are, so uniform are it's humans.
Here we see an officer of the Reich's Administrative Service. Yes, they do carry weapons, after all they're part of the military.
He has no military insignia, but his cap as well as the arm-wrapper identify his position.
His job is to ensure that the Reichs orders and laws are strictly adhered to, and he's the "friendly" face that will warn you once or twice when you are out on the street after curfew or have light on in your rooms after night-hour.

Blockwarte are the lowest ranking political officers of the Reich. On average, each Blockwart monitors 40 to 60 families, so in rural areas a handful of Blockwarte manage a village, whislt in a town a single Blockwart manages an appartment building.
The requirements to become a Blockwart are many:
1) Paramount is a fierce, fanatical loyalty to the party.
2) Next are good looks and good manners. For even if you condemn a families children to a month of re-education-camp for their gross misconduct of not greeting passing party members properly, you should do so in a dignified manner. After all, it is the childrens fault that they get punished so harshly, so no need to add insult to injury. That's for the camp monitors to do.
3) Finally, a basic technical education is needed. Blockwarte are indeed the maintenance men of buildings, however they don't do a thing themselves - they collect informations on what's neccessary and monitor the work detail executing the work.

Like a town mayor, the Ortsleiter collects the informations of the regular day-to-day business of the Blockwarte of his area, typically a village of 1000 people or more, and in return allocates ressources to the Blockwarte to run their designated area of responsibility.
His role is to ensure the responsible behaviour of the Blockwarte - but usually a blockwart is only fired upon gross misconduct, to which misuse of the Reich's ressources is counted most of all.
An Ortsleiter ... :
1) can elect or fire a Blockwart
2) can elect or fire the the administrative staff of a settlement
3) is responsible for the maintenance of the infrastructure of the settlement he monitors
4) can request and distribute granted ressources from a district to the Blockwarte or the settlement as a whole ( infrastructure )
Kreisleiter ( Kreis = District ; Leiter = Leader, headman ):
Above the Ortsleiter sits the Kreisleiter, who monitors and controls a town and it's attached, supporting villages like a king of old times. The Kreisleiter
is responsible that each district is mostly self sufficient. Self-Sufficiency in the terms of the Reich means that a district is capable of feeding itself and produces additional ressources considered neccssary. Additionally a yearly quota of recruits and breeding stock has to be provided to the Reich.
A Kreisleiter can:
1) request additional population to found more settlements to support a growing city,
2) select to deport excess population from the towns or villages to other districts requesting them,
3) send off excess population as work- and explorer-groups into the sheer endless wilderness of Midgards's primary continent, to found new settlements and prepare roads and infrastructure for future settlement.
4) order new industries to be established, property to be seized, or entire villages to be razed in case they show to be sources of unrest.

6) manage the ressources of the district he controls
7) is responsible for the infrastructure inside his district

Above the Kreisleiter are the Gauleiter, who are the ministers of the states of the Reich, it's Senators.
The Gauleiter control regions, typically separated by natural borders like rivers, and have influence weighted according to their state's industrial capacity and their population. The Gauleiter of the Gau "Neu Helgoland" - an island a mile off the western coast of the Reich - has the almost exclusive monopol on iron ore mining. Despite being a penal-colony depending on food-deliveries, and having little more than two towns and 10 supplying villages, two of which are military camps designed as rest & recuperation facilities, providing the fishing fleet feeding most of the population, the importance as both an ore-mining colony and a penal colony for light infractions ( most people there serving sentences of one to five years ), warranted it rating as a full state ( or Gau ) of the Reich.
With an overall population of barely 60000 people, it is by far the smallest Gau.
Yet it's Gauleiter enjoys a bigger influence than the Gauleiter of the Goldwald Gau, with it's three-quarters of a million people, it's food-exports and the industry processing Midgards native ultra-hard ebony-derivate, which is the mainstay for both construction of building-frames ( serving here instead of construction-steel ) as well as giving the airframes of most of the Reichs aircrafts their strength and flexibility.
