Paint dot Net, although I'm sure it can be done in other programs.
I started with a white background, then made a new layer.
On layer 2, I made a black solid oval, then gave it a heavy blur amount. In this case, I used blur 100.
Then I used a distort effect (dent) to give it that wavy appearance. With images, I usually use distort then blur, but blur then distort gave me that effect.
I made a new layer, and using Arial Bold text, I typed that. I then set the layer to negation, so that everything behind it is a negative color.
Finally, I made a new layer and made a few solid white circles. Then I used the distort (dent) effect again, and gave it a low blur.

Actually, I have that program. It runs fine in Linux using Mono, although for about 3 months it wouldn't start, because Mono updated to too new a version. But Paint dot Net caught up. Mono is .Net for Linux.
And that's neat! I've never experimented with the filters or effects in Paint dot Net before. I've done effects using ImageMagick though.
