Well, Rumbolt is smart. He'll get it together after he gets over the first shock.
They attacked her and it's obvious she reacted out of reflex after getting hit in the back/head by a baseball bat.
Also, a supervillain with that power and that strong would have attracted attention before. If she is not a villain and not a hero, she is probably someone with a power who simply wants to live her life.
Although, considering the title of the comic, I'd say she goes to a higher power to stop this little investigation. I'd say this higher power is named Max Solomon.

Granted I only just started reading this comic and still have to familiarize myself with its rules (like whether or not any supers who aren't registered are automatically a "villain" or if Rumbolt is just an ass) but otherwise I'm with Cheska. If she's a villain then is the local Legion of Doom accepting applications? I hear they have a great health plan.
Maybe the reasoning is that if she's a superheroine (and if that's the only other choice), what's she in hiding for?
I don't recall any publicly known superbeings in the SS/Mink continuity unless you count the Iron Mannish figure, name forgotten, something like Mr. Happy, that SS ran into while fighting drug runners. And Max Solomon, but he's more lawful neutral than super-hero/villain
