In the event of aggression by an enemy with deadly intent, where the threat to innocent life is too great to be managed by non-lethal response or the tactics to preserve all life would lead to innocent death, War Wolf, Spectra, and Vesara are cleared to use armed precision lethal force to eliminate a threat, with lethality ceased once the requirements of Code Black have been neutralized.

Vesara's (Jessica McCalister) already impressive skill at combat was greatly enhanced after she met and began training with War Wolf. One of Erica's most valuable lessons to her was to always be prepared for anything, including the possibility that she may one day be required to take a life to save another. This heavily armored costume variant is her answer to that necessity. Projecting lethality at both close and long range, Vesara will be ready to stand with her allies in the disastrous scenario where Code Black is activated.

Yeah, except I think for things to get this bad the bad guys have to be on a whole other level then the usual fare.... which of course means that any story about a Code Black situation has to be nothing less then an unapologetic letter to 80's action movies and 90's anti-hero avengers like the Punisher.
