Oh look it's a Greninja... except no, that's not a blackened tongue wrapped around him. :P That would b a little disgusting. Instead he keeps his physics defying tongue inside his mouth and conceals it with his scarf so you don't see it coming. That way cinnamon rolls vanish when you aren't looking because his HUGE TONGUE darted out and grabbed it.:P
No, he's not wearing a latex catsuit - that's a wetsuit. :P because WHY THE HELL NOT? I mean seriously, that image of ninjas dressing in that uniform? Well I think this would make perfect sense for someone who happens to be an amphibian ninja. :P It had to be done.

I like this look a lot. Always found it somewhat not practical for him to actually have his tongue around his neck. How in the world can he uses it properly if he obviously uses it as a scarf? Or maybe he doesn't like to use his tongue for fighting usuall? Ah, well. I definitely like cool blsck ninja wetsuit thingies and scarves on that fella, hehe. X3
When they wore stuff resembling the modern image we have of ninjas, that is. Most commonly, a ninja would disguise as someone who could get close to their target without raising any warning flags.
They'd dress like this if they were say, a stagehand in a japanese theatre that the audience has been trained to ignore.
