Satire is really only effective when it's intra-cultural. There's a big difference between being mocked by your friends and being mocked by your enemies. But when you're mocking your enemies, the ideas that from the satirist's point of view look like "biting commentary", from the target's point of view look hell of a lot more like "idiotic stereotypes that I've heard a million times already."
