It comes to Rossweisse's waist. You can get some idea of how "large" sized Lilla compares to Rossweisse on http://www.furaffinity.net/view/1052555/ . I tried to make it look loose on her.

To the top of her thigh, yes. Her belt is up higher than you would wear on your pants, because it's there to hold her sword, not hold up her pants. Since its around her cuirass (breastplate/backplate) its not squeezing her belly there.
