Fursuit Supply & Demand?

One would expect that in a situation where there were more people demanding fursuits ( customers ) than supplying fursuits ( makers ) that a customer would approach a maker to commission them.
Yet, I've noticed many people publicly announcing they want a suit and for makers to *approach them* in order to talk about a commission. Either these people have it backwards or no one ( relatively speaking ) is ordering suits, thus placing the customers in a more commanding position. o.o
