Normally I do not make fuss about my art being published on other sites , an exclusion would be paysites that would require payment to access those.
Now there is an exception: http://e-hentai.org
The owner was warned by some governmental agency from my country that a certain offensive images (specifically realistically depicted child porn) would be either blocked by URL or they must be removed, some ISPs are allowed to block the site itself. The site wasn't generally blocked.
What website owner did: her configured the security of his server so there is no way to access it from my country. It blocks most proxies or anonymity services, it blocks clients that use no-script and if some aren't blocked, the the web site reads data about user OS's locale and returns an empty page. His answer to question why: "Just because you live in the<country>. Move!"
Note bene, the website isn't universally blocked, every ISP can decide if they block IP, domain name or url link to the (non-existing) image. Which my ISP doesn't except the last option. Idiocy grew further that he keeps ignoring some images of the kind on forums, etc., or even posting ones in response to question e.g. containing offensive Russian language in address of government, onlooker or gender slur and if asked why, he'd say "they don't say that, I can read Cyrillic!" Either unknowingly or intentionally he was trying to insult me and others who asked those questions.
That doesn't mean you know the language, that kind of slur doesn't translate directly word by word at all from Russian. See: http://memory-alpha.wikia.com/wiki/.....rian_language. Calling someone a dog, or offering <a particular slang word for female genitals> are considered mortal insults and latter is also a threat of violence.
Still the gallery there contain my art with no way for me to control or check it as well as art of some other artists, e.g.
Yakovlev I didn't had URLs saved, but I saw them there before block was installed. The way the service organized , he technically receives income from it.
Thus there is my decision to make it clear that I do NOT allow to post my art there and would consider it as a breach, for owner is being an ass toward me and other artists. If anyone of you would spot it there, I would be sincerely grateful if you'd post a link to the exact image here in comments so I would be able to report it.

If enough people try to circumvent the blocks from enough different countries, he may need to lock down his website so tightly that it can't make a profit!
I'm sure a lot of porn viewers use VPNs for legal porn, just through being paranoid. He can't get any money from them if they're on his block list.
As he adds to his protection, so he subtracts from his audience.
