If you have the full track, run it though MusicBrainz Picard scanner, see if that can get a fingerprint? Any idea as to the artist/band/release date/video game it's from?

No, just as the comment from the uploader (Gami) says, all the information I have. Only know of it from the video itself. Why it's so painful trying to hunt it down, sadly.
