Well, it's nice to always come up with some new and intriguing characters, but times and resources are limited, and it's very difficoult to could give to every single one the right time and development... Guess you should focus on some of them, at least for a while, and bringh them where you want them to be. And when you think you are done with them, at least for a moment, focus on some other character, but only if you are good to let the previoust team rest for a while so to could focus on the next one.

Still, those are just my 2 cents, you have to find your own balance for your characters and your ideas.
