This is loosely based on a ghost town in the San Francisco bay (Drawbridge, California). The town officially became a ghost town in 1979 after Charlie Luce, the town's last resident, left.
The town was built as a hunting town, the marshes around it being rich in wild fowl. However, from the 1920's onward a variety of problems drove residents away and slowly killed the town. This included the pollution of the water around the town with raw sewage(Up until the late 1920's you could swim in the water), as well as the destruction of the marshes driving away the thousands of ducks the area had been famous for. The final blow to the town was when a newspaper in San Jose incorrectly stated Drawbridge was a ghost town, and that residents had left valuable antiques behind. Many people who still lived there at the time had their houses broken into and vandalized by souvenir hunters from San Jose. Many abandoned buildings were burned down as well, most from arson. As a result only a handful of buildings remain partially submerged in the marsh.
